Outlook 2002 question--red dots under proper names, why?

When I receive emails in Outlook 2002, I notice that all the proper names
have lines made up of red dots under them. Why is this?

it's the people SmartTags. if you hover over one a small icon comes up and
you can select from several options.

Thanks! I guess there's something wrong with my install, because if I hover
the mouse cursor over one of them, nothing happens.
