Outlook 2002 RunAs

I'm trying to run Outlook 2002 as another user and I keep
getting the Outlook prompt to enter my username and
password. This is the Outlook prompt, not the RUNAS
prompt, so I know that I've enterred the correct
credentials for the RUNAS command.

I've verified that Outlook opens the correct mailboxes
for both of the users. IE, both users have Outlook
configured correctly and it works fine as long as you are
logged in locally as one of the two users.

I've verified that Outlook is running under the profile
of the RUNAS user. I did this by verifying that the
values of LogonDomain and UserName under
HKCU\Software\MS\Exchange in the RUNAS user's hive change
according to the values I put in the login box when I'm
attempting the RUNAS. I also changed Outlook to prompt
for a profile when it runs and it prompts the choices of
the RUNAS user, not the locally logged on user.

I tried running the CMD.EXE with RUNAS and that works
fine. When I go to the Office10 directory, I can run
Winword.exe with no problems, but when I attempt to run
Outlook.exe, it prompts me for my username and password.

When I get the username and password dialog, I attempt to
enter in credentials and it continues to tell me that the
logon information is incorrect. I've attempted to use the
UPN and samAccountName of both the locally logged on user
and the RUNAS user, but it still tells me that the logon
information is incorrect. I've checked the security logs
on the local machine, the Exchange server and the PDC
emulator and I can't fine any failed login attempts for
these users.

Does anyone know why I can't run Outlook as another user?
