Outlook 2002 won't send email

My emails remain in the outbox. Clicking on SEND/RECEIVE
doesn't send them. I cannot forward them. I've deleted
and reinstalled MS Office several times to no avail.

Any ideas how I can get back the SEND function; it used
to work!
