Outlook 2003 and Project Client 2003 acceess to Project Server 200

I've recently installed Project 2007 Server SP1, and have encounted the
following error trying to conenct an Outlook 2003 Sp3 user via the Project
addin, and Project Profesional 2003 SP3:

You get a popup when testing the URL for PWA access, then you follow the
error and it takes you to a sharepoint page with the following:

The following file(s) have been blocked by the administrator:
/pwa/isapi/pjdbcomm.dll

I suspect it's a permission issue with the IIS server, but not sure where
to look. I've not had this issue in the past with Project Server 2007 (no
Service Pack)

Any suggestions?
