Outlook 2003 and XP

I am attempting to migrate an Office 2003 user to Office XP Pro. When doing
so, Outlook is giving me an error message saying "Unable to open default
e-mail folders" and Outlook is not working. How can I correct this?

The data files created by Outlook 2003 by default are not backward
compatible with previous versions of Outlook. In Outlook 2003, create a new
data file in the old format and copy over any info from the Outlook 2003
data file that you want to use in the older version. Then, open that data
file in the older version of Outlook.
