Outlook 2003 Attempt to Send when Outbox empty

Tries to send non-existing messages and times out. Nothing in Outbox and
after I cancel task continues to attempt sending. Following is message I get:

Task 'pop-server.socal.rr.com - Sending' reported error (0x8004210B) : 'The
operation timed out waiting for a response from the sending (SMTP) server. If
you continue to receive this message, contact your server administrator or
Internet service provider (ISP).'

It does send out test messages correctly and seems to receive correctly.
