Outlook 2003 -- Automatic picture blocking feature NOT working

Outlook is no longer blocking pictures automatically in e-mail messages,
despite the fact that this feature is enabled within my Automatic Picture
Download Settings. This is putting me at risk by allowing spammers to
validate my e-mail address. Does anyone know how to fix this? Please help.
