Outlook 2003 Beta 2 rules inoperable

After upgrading to 2003 beta 2, including tech refresh, no
rules will fire.

I need a rule to copy every email I send to a specified
folder, in addition to the sent mail folder.

I have removed and re-created all rules, and the rules
still do not work. Any ideas are appreciated.
