Outlook 2003 Beta 3: Unable to open default email folders

When launching Outlook 2003 Beta 2 for the first time, it
crashed (not able to connect properly to the Exchange
Server).

When I subsequently try to launch Outlook, I get the
error message:
Unable to open your default e-mail folders. The
file ...\outlook.ost is not an offline file folder.

My only option is to click "ok", after which Outlook
exits. While this error message is displayed, there is
a "Configuring Outlook" window open that says:
Configuring Outlook Accounts
Creating Welcome Message

I have removed Office and re-installed it: same problem.
I have also launched in safe mode: same problem.

Before my last re-install, I searched for and removed
any outlook files.

Any ideas on how I can get it configured or to get Outlook
to do a "first launch" again.

To what version of Exchange are you trying to connect to?
For Exchange 2003 RC1 and above you will need to install
the technical refresh for Office (Windows-update).

Also clear the ost file in your profile before you try to
reconnect.
