Outlook 2003 Beta no connect

Outlook 2003 Beta, installed yesterday and now default email service does
not start dialup connection.

I have to use IE 6.0 or OE 6.0 to make the connection to my ISP. Is there a
way to have Outlook 2003 Beta make the connection?

Is there a way to make the dialup connection to an ISP run just by itself?
Sometimes I just open a CMD or DOS window and type "ssh -l stevew
xserver.math.utah.edu" to check my account there.
