Outlook 2003 blocks files & pictures

I am becoming frustrated with Outlook blocking files & pictures when sending
and receiving them. I have looked in Tools/Options/Security/Change Automatic
Download Settings and have unchecked all boxes, but OL still blocks my file &
picture attachments. What am I missing?
