Outlook 2003 - cannot change certain aspects of toolbar buttons

In Outlook 2003 if I right-click on a toolbar and then right-click again on
a specific button - say Send/Receive - most of the options are greyed-out
and I cannot, for example, change it to "Default" style from "Image and
Text". The only un-greyed-out options are "Delete", change the Name, or
change whether or not it begins a group. Is there a setting I have to change
before I can fully customise buttons?

Thanks for this. I could do this under OL 2000 - they appear to have limited
the options under OL 2003.
