Outlook 2003 cannot connect to lan

I have a broadband connection that is always on, I
installed office 2003 Pro and now cannot dload any mail.
error message as below

Task 'pop3.xtra.co.nz - Receiving' reported error
(0x8004210A) : 'The operation timed out waiting for a
response from the receiving (POP) server. If you continue
to receive this message, contact your server
administrator or Internet service provider (ISP).'
