Outlook 2003: Cannot create new rule

Hi,

We've migrated one of our users from Outlook 2000 to Outlook 2003,
SP1. Everything works as expected, except for his rules. When I select
Tools->Rules and Alerts..., the resulting dialog box has all of the
buttons on the E-mail Rules tab (New Rule, Options) greyed out. I
cannot seem to create a new rule.

Does anyone have any suggestions as to how I can fix this? I've
already tried starting with the /cleanrules switch, but no dice.
