Outlook 2003 Cannot Send

i am using outlook 2003 and windows XP and can receive but not send e-mail.
i can send occasionally but only about 1 out of 50 or so attempts, so i am
assuming that all my settings are correct as i can send sometimes. i have
just upgraded to outlook 2003 and was using outlook 2002. i have verified
that my account settings are correct. i have no firewall. can anybody offer
any suggestions.

Hey Jim,

Does the email you are trying to send bounce back as undeliverable? If so,
what error message goes with it? I am fighting something similar with
Outlook97, and am looking for ideas of what to try.

I have seen this problem with Netzero. Email goes to
sent folder but is not actually sent. Have no answer yet.

With Outlook 97, there is a factor in sending that doesn't affect users of
Outlook 98-2003 if you are using one of the high-speed ISPs like SBC Yahoo!
or Comcast.

High speed connections, sinc they're always on, require some way to
authenticate the sending of mail to protect against compromised systems from
being open mail relays. So, most high-speed providers have added the
requirement that email clients trying to send messages must authenticate
with a username/password, much as clients trying to download messages must
authentocate to the incoming server. Outlook 97 does not have that ability
and so can't be used with many of the high-speed services. The ability to
authenticate to the outgoing (SMTP) server was intruduced in Outlook 98.

Make sure you're properly authenticating to the outgoing server.
Tools>E-mail Accounts>View or change existing e-mail accounts>Next. Select
your account and click Change, then More Settings, then the "Outgoing
Server" tab. Make sure the check box at the top is checked.
