Outlook 2003 - "Cannot start MS Office Outlook' error after every restart

Whenever I start Outlook 2003 after a machine restart or
shutdown, I get an "Cannot start Microsoft Office
Outlook. unable to open the outlook window. this set of
folders could not be opened. The server is not available.
contact your administrator" error. I have a .pst file as
the default mail folder.

However, if I then choose an alternate mail file or
mailbox as the default, remove the previous default .pst
file from outlook, restart the PC again and repair the
file using scanpst.exe, it works fine. The problem occurs
again after restarting.

If I choose my exchange mailbox as the default folder,
this behavior does not occur - outlook opens normally.

I initially upgraded from Office XP SP2, with which I had
no problems. I have subsequently uninstalled Office 2003,
reinstalled and uninstalled Office XP, and reinstalled
Office 2003. However, the problem still occurs. The
Problem started immediately after upgrading to O2003.

I have also tried exporting all the .pst file data to a
new unicode .pst file, but still no joy. I am running
Windows XP SP1.

Any ideas? The scanpst.exe log file is below...
