Outlook 2003 can't open attached task from Exchange 5.5

Has anyone seen this before? I can work with the tasks in the public folders
just fine, and I can apparently forward them via email to other users.

However, anyone running Outlook 2003 gets the message "The operation
failed." if they try to open an attached task (either in one they received
or one in their own "Sent Items" folder).
