Outlook 2003 Client Rules and MAPI

I've got a client Rule created in Outlook 2003 that looks for a phrase
within all sent messages, and places a copy in a folder (other than
'Sent Items'). This works great if the message gets created from within
Outlook 2003.

But the rule does NOT work if the message is spawned from a MAPI
function call (like from a web page MAILTO: link or PDF document). The
Outlook 2003 Message Dialog box appears, the message gets sent fine,
but the Rule doesn't get applied.

I don't recall this being a problem in Outlook 2000 or XP. Any ideas
how this can work in Outlook 2003?
