Can the default baby-blue color of Outlook 2003 be modified on Vista? If
yes, how?

Outlook uses the system colors in the 2003 version. Only 2007 offers the ability to set the theme from Outlook.

As Mr.Staples informes here OL2003 uses system color. So if you do as you did
no XP, edit system colors or the whole theme you will get a change in
Outlook. Even on Vista. The normal way is to right click on desktop and
choose color and appearence. from there you can edit your current themes with
colors and fonts.
