Outlook 2003 Contacts protection policy

I need to setup some protection of Outlook Contacts so that no one can copy
or email out the contacts. They need the contacts to just read at the
computer and to make phone calls to them.

I have downloaded the Office 2003 policy files and installed them. But I
need some help to know which policy to apply so as to accomplish the above.

I have managed to restrict changing profiles, restriced adding any email
accounts, (in Outlook 2003 policies) but I need to find a way to restrict
copy to another application, or outlook express which will be used for their
email. I would probably also have to restrct outlook express not to use
outlook contacts as the addressbook but I dont know how as yet.

Would really appriciate getting a good direction or steps to accomplish
this.

Outlook has no such policy, and I don't know of any add-in that would add that capability.

Thank you for your response.
I am trying to use the policies and within that I am trying to restrict some
shortcut keys as well as menu bar items by useing the policy: Dispable items
in user interface | Custom | Disable command bar buttons and menu itmes.
But I can't seem to successfully find the "Control ID" 's for each menu bar
item. I there a list that I can refer to?

If you don't want to write your own code to recurse the Explorer.CommandBars
and Inspector.CommandBars collections to get the IDs that you need to be able to disable certain toolbar and menu commands, you can use either the CommandBars
Browser or Outlook Spy tools listed at http://www.outlookcode.com/d/vb.htm#tools
