Outlook 2007 Junk Mail Safe Senders List via Group Policy

I am attempting to add a safe senders list referencing Tech Net document
'Configure junk e-mail settings in Outook 2007'. I have created a very small
list text file which contains a few domains I wish to whitelist. I have
created the Group Policy and can edit other settings, such as Security Level
-- and it works great. However, I cannot get the portion of the group policy
which pertains to the safesenders.txt file - referenced by the GP option
'Specify Path to Safe Senders List' to work. I am running Windows 2003 SP1
and the client is Windows 7/Outlook 2007. File is in formation @domain.com -
4 lines. I tried various file formats, file locations, and permissions. Any
help would be much appreciated. Does anyone know a precise formation,
location, permissions, etc.. I can't find anything on the net which more
details. File locations is %systemroot%/sysvol ....
I know the policy works -- because I can successful edit other things -- it
seems to be the file or its reference.

Thanks so much for your response. I'm sure you're right -- I see a number of
discussions about the topic on the Net. I can't figure out how to edit the
file appropriate however. I've tried this - and it complains about VALUEON
Keyword. To sum, I added the keyname line, and the two VALUEON/VALUEOFF
NUMERIC lines. That seems to be the format used elsewhere.

KEYNAME Software\Policies\Microsoft\Office\12.0\Outlook\Options\Mail
PART !!L_SpecifyfullpathandfilenametoSafeSenderslist EDITTEXT

VALUEOFF NUMERIC 0
END PART

Originaly, the code/file looked like this:
