Outlook 2003 continues to run after exit

On a Windows XP platform, after upgrading from Outllook 2002 to Outlook
2003, Outlook 2003 continues to run after exiting. Task manager shows
outlook.exe running and you can end the task. Back end is Windows 2003
server in a Windows 2000 AD environment running Exchange 2003 SP1

Has anyone seen this behavior and if so please let me know the fix.
