Outlook 2003 "[cty]" and "[heur]" in Subject Line

Why is Outlook 2003 adding "[cty]" and "[heur]" to some -- not all -- inbound
message subject lines?

How can I make it stop?

Outlook never adds anything to message subject lines.

How can I make it stop?

My guess is that's it a server-side addition, but it might be some add-in
you have as well. It's not Outlook, however.
