Outlook 2003 Delegate Question

I have a user who is a delegate for another person. When she drafts e-mails
for him, she wants there to be a title on the e-mail that says, "Delegate
Name sending on behalf of Owner Name". For example, "Jennifer Mayo sending
on behalf of Reggie Montoya". Her co-workers use Outlook 2007 and this
appears automatically when they select New. User is not getting these
e-mails from the owners Draft folder. She is creating them from scratch.
Does Outlook 2003 have this feature or option? Is this just a feature for
Outlook 2007? Is there a setting to make this turn on in Outlook 2003???
