outlook 2003 & email stuck in OUTBOX

i have had email stuck in the queue of my outbox for three
days. I cannot open or delete or try any other method to
terminate the transaction - message reads - "outlook has
already begun transmitting ..."

i ahve already gone through the troubleshooting that is
provided through the help but it was no help as it is not
in my settings ... i.e. clicking send/receive starts a
process but never completes it.

Note that I can receive email ... any suggestions?
