Outlook 2003 Encountered an problem when starting

I am having an issue, when I try to start Outlook 2003, it gives an
error, encountered a problem and does the send or don't send thing,
and I cannot start outlook. I have tried to repair, uninstall and
reinstall, all the updates, nothing works. I am able when I do
outlook.exe /safe. Any suggestions??
