Outlook 2003, error when I try to access contacts

I click to start a new email. Then I click the contacts icon. Instead
of a contact list, I get an error message saying the contact list could
not be found, or I don't have permissions. I click on the "OK" button
in the error message. I am presented with a menu, of sorts. Under
"Address Book" there are *two* Contact selections, both called
"Contacts". One brings up correct contacts, the other gets me an error
message.

Any clue would be helpful.
