Outlook 2003 Exchange Server Drag and Drop Broken

It does work perfectly on a different computer when I log onto the
inbox on that. I have rebooted, repaired (didn't fix it) and then
reinstalled (didn't fix it) Outlook 2003. I have not yet uninstalled
and then reinstalled it.

Any ideas on this would be much appreciated. It was working fine
until one day when it stopped dead in its tracks.
I have not yet rebooted after the reinstallation.

That is one of the fist things I did. It did not help.
