Outlook 2003 - File > Open

Is there a way to configure Outlook 2003 with the following option.

The user clicks on File / Open / <chosen folder to open>
In Outlook 2000, the chosen folder would open in a new window. However in
Outlook 2003, it is opened in the same window. Can this be modified so that
the user, when performing this action, will have a second window open on the
computer?

No, AFAIK. To open a new window the user can rightclick on any folder and
choose Open in new window.

We are aware of that possibility. However, we have a user who does not want
to change his current pattern. This individual has 'lots' of influence and
we would not easily be able to change his behaviour. What we are looking
for is a solution which utilizes his current pattern and will accomplish the
desires results.

He wants to click on Open, Select <<the particular folder desired>> and
have it open up in a new window. It is to that end that we are seeking a
solution.

We have many instances of Outlook 2000 here, and I don't recall ever seeing
it work that way.
