(Outlook 2003) How to give a rule higher priority than the Junk e-mail filter

In Outlook 2003, the Junk E-mail filter is no longer implemented as a rule;
and seems to have priority over all user-created rules. There is some e-mail
(e.g. mail with porn words in the subject) that I would like to permanently
remove as it comes in. I created a rule to do this. However, the Junk E-mail
filter sends such e-mail to my Junk E-mail folder before my rule can kick
in. Is there a way to give my rule higher priority over the built-in junk
e-mail filter (as in Outlook 2000)? Alternatively, is there a way to make my
rule automatically run in the Junk E-mail folder, rather than the Inbox
folder? Thank you for your help.
