Outlook 2003 HTML attachments

Even though I have Outlook 2003 set to read mail in HTML format, I still get
a few messages that have the HTML as an attachment. The messages that I have
a problem with are PC World newsletters and HotJobs search results. However,
the server performance report is emailed daily as HTML and it is not
displayed as an attachment. Is this a setting I can adjust or is it just
poorly coded HTML on their end?
