Outlook 2003 Install

I recently removed Outlook XP from my machine and installed Outlook 2003
RTM. It immediately started complaining it could not connect to the Exchange
server.

I tried removing and reinstalling Office 2003. No success. I also tried
removing the MAPI profile and recreating it.
When I get to the server & account name dialog and hit "check name", an
error message comes back:
"The action could not be completed. The connection to the Exchange Server is
unavailable. Outlook must be online or connected to complete this action."

I did all the usual troubleshooting: ping, check DNS, RPC binding order,
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Rpc\ClientProtocols. Nothing seems to
help.

The server is Exchange 5.5. Again, Outlook XP was working perfectly on the
same machine. Also, my two other machines (same desk, so same subnet, same
DNS servers, DHCP options etc), one XP SP1 and one W2K SP4, are both working
fine with Outlook 2003. Unfortunately, the problem machine is my primary
one.

Any help is greatly appreciated.

Thank you for your post.

From your description, I understood that other two computers work well and
the problem only occurs with Outlook 2003 on this computer. To narrow down
the problem's scope, please create a new local user account on the
problematic computer and then check if the problem still occurs when
logging on as this newly-created local user account.

Please post the screen shot and let me know the current RPC binding order
(by posting the zipped registry file for the
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Exchange\Exchange Provider key). I
will perform further research on them.

Thanks for the prompt response, Joe. You understood the problem perfectly.

Here's the reg file, with both the original version of the key, and the
changed one (I removed SPX and VINES).

The test with a new local account did not help (same error message)

I had exactly the same problem with RPC errors and followed Joe Wu's
suggestion below, but still had the problem. Did more research in this news
group and found a post from Diane Poremsky which made the following
suggestion. All works perfectly now! Give it a try.

The RPC Binding order did not help.
As for removing/reinstalling TCP/IP, the "Uninstall" button is grayed out.
(I'm using Windows XP Pro Sp1)

Dear Bernard,

Thanks for your updates and for Diane Poremsky's suggestions, which are
also useful troubleshooting steps for this kind of problem.

The operations for uninstalling and reinstall TCP/IP on Windows XP are a
bit complicated. Let's try the following steps:

1. Create a restore point for backup purpose. Please refer to the following
Knowledge Base article:

295299 HOW TO: Use the System Restore Utility with Windows Management
http://support.microsoft.com/?id=295299

2. Find the nettcpip.inf file in c:\windows\inf. Under the section
[MS_TCPIP.PrimaryInstall], change "Characterisitcs = 0xa0" to
"Characteristics = 0x80" and save the file.

3. In the Properties of Local Area Connection, click Install, Protocol, and
Add. Then click "have disk" and type in c:\windows\inf, choose TCPIP. You
will get back to a properties screen that looks the same as before but now
the Uninstall button is available.

4. Uninstall all of networking components. Do not restart the system at
this time.

5. In registry, export the following two keys and then delete them:

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Winsock
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Winsock2

6. Restart the system.

7. Reinstall the following networking components, and restart the computer.

Client for Microsoft Networks
File and Printer Sharing for Microsoft Networks
QoS Packet Scheduler
Internet Protocol (TCP/IP)

8. Perform a clean boot to disable unnecessary non-Microsoft services and
startup applications to boot the system in a clean environment and check if
the problem has been resolved. For more steps, please refer to the
following KB article.

|In Windows XP, it's not possible to uninstall TCP/IP. However, I did a
|"netsh int ip reset". It did not help at all.

Thank you for the suggestion, Joe.

After step 7, even without the clean boot, Outlook was working fine.
Unfortunately, as soon as I started my VPN client, a socks Proxy (Aventail
Connect) that I must have running at all times, it said it detected changes
in the registry and it was going to correct them. After that, even when the
VPN client is not running, Outlook no longer works.

This tells me it's some sort of winsock problem. Given the fact that I
cannot afford not to run this VPN client, I guess I'll have to resign myself
not to run Outlook...

also useful troubleshooting steps for this kind of problem.

The operations for uninstalling and reinstall TCP/IP on Windows XP are a
bit complicated. Let's try the following steps:

1. Create a restore point for backup purpose. Please refer to the following
Knowledge Base article:

295299 HOW TO: Use the System Restore Utility with Windows Management
http://support.microsoft.com/?id=295299

2. Find the nettcpip.inf file in c:\windows\inf. Under the section
[MS_TCPIP.PrimaryInstall], change "Characterisitcs = 0xa0" to
"Characteristics = 0x80" and save the file.

3. In the Properties of Local Area Connection, click Install, Protocol, and
Add. Then click "have disk" and type in c:\windows\inf, choose TCPIP. You
will get back to a properties screen that looks the same as before but now
the Uninstall button is available.

4. Uninstall all of networking components. Do not restart the system at
this time.

5. In registry, export the following two keys and then delete them:

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Winsock
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Winsock2

6. Restart the system.

7. Reinstall the following networking components, and restart the computer.

Client for Microsoft Networks
File and Printer Sharing for Microsoft Networks
QoS Packet Scheduler
Internet Protocol (TCP/IP)

8. Perform a clean boot to disable unnecessary non-Microsoft services and
startup applications to boot the system in a clean environment and check if
the problem has been resolved. For more steps, please refer to the

Thank you for your update.

It is very likely a conflict issue. We are making progress. I suspect that
the problem is related to the registry changes the Aventail Connect VPN
client has performed.

If you want, we can perform further research to see if the problem can be
resolved. First, we need to check what registry entries have been changed.

To do so, we can use a third-party registry tracer tool call "Advanced
Registry Tracer 1.67" to trace any changes that have been made. The
information will be useful to us in investigating this issue further. We
can download a trial version from the following website:

http://www.elcomsoft.com/art.html

When the message appears (saying "it detected changes in the registry and
it was going to correct them"), please use the tool to perform a scan on
the whole registry. After the registry has been changed by the VPN client,
we can then perform a second registry scan and then compare the two scans
to see what has been changed.

This will give us more clues.

Since I am not clear on how this VPN is programmed and how it functions,
can you contact its manufacturer to check if it is a common issue?

Thanks for your help, Joe. I'll try ART and I'll post the results shortly.

I contacted the manufacturer, and they said the did not have any issues
reported yet. However, they were not sure if any of their clients were
running Office 2003 yet (as I said in my original posting, Outlook 2002
works fine)

|After step 7, even without the clean boot, Outlook was working fine.
|Unfortunately, as soon as I started my VPN client, a socks Proxy (Aventail
|Connect) that I must have running at all times, it said it detected changes
|in the registry and it was going to correct them. After that, even when the
|VPN client is not running, Outlook no longer works.

|cannot afford not to run this VPN client, I guess I'll have to resign
myself

The problem is now fixed. By analysing the report from ART, I realized
Aventail Connect creates a registry key with a list of "excluded"
executables. By adding outlook.exe to the list, the problem went away (I
still find it odd that Outlook 2002 and Outlook 2000 never had a problem
with it).

Once again, thank you very much for your help. If it wasn't for you, I
wouldn't have been able to identify the cause of the problem, much less
correct it!

|I contacted the manufacturer, and they said the did not have any issues
|reported yet. However, they were not sure if any of their clients were
|running Office 2003 yet (as I said in my original posting, Outlook 2002

|The problem is now fixed. By analysing the report from ART, I realized
|Aventail Connect creates a registry key with a list of "excluded"
|executables. By adding outlook.exe to the list, the problem went away (I
|still find it odd that Outlook 2002 and Outlook 2000 never had a problem
|with it).

|Once again, thank you very much for your help. If it wasn't for you, I
|wouldn't have been able to identify the cause of the problem, much less
|correct it!
