Outlook 2003 Junk E-Mail "Rule"

Wow. Major kudos to Microsoft for their new junk mail filter in
Outlook 2003. It works EXCELLENT!

Here is my question: How can I create a rule that utilizes the event
of email that is caught by this new feature. In other words, I want
to create a rule that forwards all email to my cell phone EXCEPT if it
is caught by the new 2003 junk email filter. The problem is that I do
not see any kind of event for this in the creation of a rule. Any
ideas?
