Outlook 2003 - Junk Mail Filter - Safe Senders Ignored

Outlook 2003 Junk mail filter is ignoring entries in Safe Senders list and
mail is still being placed in Junk Mail. Multiple users who are using
Exchange 2003. All patches applied at both server and desktop levels.

Have verified that names do not appear on both lists.
