Recently, Outlook 2002 and 2003 are refusing to send
emails addressed to bona fide addresses. THe message that
I get is: 553 sorry, that domain isn't in my list of
allowed rcpthosts (#5.7.1)

What is going on? Thanking you in advance for any help
provided.

It's not Outlook giving you the error. Your ISP is no longer allowing you
to "relay" messages from third party mail providers through their servers.
You may be able to get around this by turning on authentication to your
outgoing server. You can do so on the "Outgoing Server" tab for your mail
account.
