Outlook 2003, MSN 9, Difficulty with Outbox

I installed MSN 9. I want to access and send mail from another ISP using
Outlook. The other ISP is a POP 3 SMTP type. When I import it, I cannot send
messages from Outlook--they stay in the outbox.

Anyone know how to correct this?
