Also the NEWS button has gone missing from our toolbar & command option.

How can I get it back?

Incorrect advice. Once the News button "goes missing", it's not in the
Customize wizard.

To get the News item back, open IE and click Tools>Internet
Options>Programs. In the Newsgroup drop-down, choose Outlook Express.
Click OK. You should then be able to add the News item back to the Go menu.
If the next time you run Outlook Express it asks if you want to make it the
default newsreader, check the "don't ask me this again" box and click No.

No, sorry.
i.e. If I was to compleatly remove OE, would it still do that, or is
OE needed for shared files etc?

The latter. Outlook depends on some elements of Outlook Express. However,
you can install another newsreader like Forte Agent and put that in the
Newsgroups drop-down. The News item in Outlook should then use that
newsreader.
