Outlook 2003 Not respnding - works just fine

I used to have an issue where I had to double click the Outlook 2003 icon in the System Tray a number of times
before it would materialize on the desktop. Well here we are in a new installation of OP sys amd Outlook 2003.
Now Outlook 2003 does materialize almost instantaneously upon double-clicking on its icon in the System Tray.
But I also get this many times not ALWAYS. I get a balloon that comes up telling me Outlook 2003 is not
responding and there I am looking at a perfectly good rendition of Microsoft Outlook 2003 receiving sending mail
doing all that your everyday average Microsoft Outlook 2003 does.

How can I stop this? Thanks.

Do you have a pocket pc or anything like that? Sometimes they cause Outlook
to hang. Another I would try a blank PST file and see if it work ok with
that, it may be a PST file issue...

It's not hanging. That's the problem. I am getting this balloon that Outlook 2003 is not responding and it is.
No I don't have anything other than Windows 2000 Server SP4 and my keyboard and mouse. I could try a
blank pst only trouble is it does not happen with regularity. I would have to operate like that for maybe a week
before the issue occurs. I have no way of replicating it. It happens then it don't then it does...I just double
clicked on the Microsoft Outlook 2003 icon in the system tray and the balloon did not appear. Sometimes it
does and believe me Microsoft Outlook 2003 IS responding it's just that the balloon says it ain't.
