Make sure your Outlook is connected and not offline. Click on File - Offline. Is that checked if it is remove it. If that is not it then do a send/receive. Does the process complete successfully.

Many times, dragging the message to the Drafts folder, then re-sending
helps. Also, restarting Outlook helps. Tis time, howevere, I can't send ANY
messages. They jusy sit in the outbox while the status windows says they're

If you can verify that your messages are in fact being sent (recipients are
receiving them), it could be a corrupt PST file. The problem could be that
Outlook is unable to move the email to the Sent Items folder, something it
does after the message is sent. Go to the following URL and try Method 3.
However, rather than deleting the Outbox folder from the original folder
store, just try to send an email and see if it goes out. If it does, you
can move your content from the old store to the new one and close the old
one.
