Outlook 2003 NOT Sync with exchange 5.5 server

Hi all,
Office 2003 Pro
Outlook offline folders are NOT sync-ing with the server F9 or on a
scheduled time.

The folder is marked for offline however it is not updated ?
Also, I have one user where the Server has 50 emails and his inbox has 30
offline emails.
after sync-ing the same numbers are found Server 50 - Offline 30.
I think I fixed the above (with sync-ing with an Exchange server option in
the Tools Menu) but the folder will still NOT update itself (sync with F9 or
on auto) new mail is not placed in the offline folder?

Please help as this is driving me nuts :)
