outlook 2003 office 2000

If Outlook 2003 is installed on a users system that is running Office 2000
will there be any problems?

That should work just fine, however you cannot use Word as the email editor.
Also note that Outlook 2003 doesn't support the old format PST:

Off the top of my head, I can't think of any other issues. If there are any,

I think you have that backward. The old Outlook doesn't support the new PST
format.
