Outlook 2003 on Vista

When I tried to setup an email account, it errors with no data file present
and suggests going to control panel and then Mail icon. When I try to add
the Business Contact manager, it errors with "Rundll32 has stopped running"

Any ideas?

I have installed all required Vista & Office updates.

What happens when you go to control panel Mail icon and add a new
profile, and then start Outlook with that profile?

I reeive an error when adding a new profile, "There was an error locating one
of the items needed to complete this operation. It might have been deleted."

I also did an Office 2003 repair, but same result.
