Outlook 2003 outbox: issue with scheduled messages

Hey all. I have a user who, some time ago, created a
number of messages for scheduled delivery months in the
future (Outlook 2003 on XP Pro). Today he called,
saying "where are all my scheduled messages?" The
scheduled messages that should have gone out this month
have not gone, and his Outbox appears to be empty. He is
using cached mode, though he was not set up that way at
first. The messages were probably created before Outlook
was changed to use the cached mode.

When I look at the properties for the Outbox directory, on
the Synchronization tab I see that the server folder has
20 messages, while the offline folder has 0, and that it
has never been synchronized. His Outlook is connected to
the Exchange server (2003 Enterprise) via our 100Mb/sec
LAN, and set to download full items. I renamed his ost
file as outlook.ost.bak; Outlook rebuilt the ost, but the
messages still do not appear.

If he goes into his mailbox via Outlook Web Access, all 20
messages show up. I do not see any indication of the
messages being scheduled; it does not look like OWA has
that functionality.

As an experiment, I scheduled an email for future delivery
on my PC. It shows up in my Outlook 2003 Outbox, but not
in my OWA! In the Synchonization properties on my Outlook
(set up the same as the above user's) I see that both the
server folder and the offline folder have 0 items, and
that it has never been synchronized.

Anyone have an explanation?
