outlook 2003 permission error

I'm getting some annoying spam which I can't filter out on the server side
so I'm trying to do it with outlook. The steps are:
- create a new rule (matching words in subject, words in From: or whatever)
- set an action for this - delete permanently

and all I get is an error message saying "You don't have appropriate
permission to perform this operation."

What permissions do I need to have to delete f*n spam?

what type of email account is it and do other rules work?

pop3, all rules work except for those with permanent deletion.

does the rule work if you move it to the deleted folder?

It works but it's not a solution as outlook displays the new mail icon in
the tray when moving it to the deleted folder.
