Outlook 2003 - POP/SMTP Server Timeouts

I have recently upgraded to Outllook/Office 2003 and downloaded and applied
the SP1 update.

I now find that I can now longer send or receive messgage on any of my email
accounts on either of my ISP connections.

When doing so or using the 'test connection' function the following message
or a variation of it comes up:

"Send test e-mail message: The specified server was found, but there
was no response from the server. Please verify that the port and SSL
information is correct. To access these settings close this dialog,
then click More Settings and click on the Advanced tab."

The port and other details are the defaults, and it all worked perfectly on
my old Office 2000 setup.

Any ideas?


(ps I have Norton Internet Security, however it makes no difference turning
the firewall off, or setting the firewall settings to 'permit all' for
Outlook).

Does Norton Internet Security (NIS) offer the ability to scan POP3 e-mail?
If yes, disable that feature in NIS.

NIS includes NAV? I think so. So, Yes.

Since the original posting I tried setting up and accessing the POP accounts
using Outlook Express and also a version of Thunderbird I'd downloaded but
never used, with exactly the same results, so it's not specifically an
Outlook problem.

Since shutting down and restarting, everything is back to normal. Presumably
some sort of firewall/security conflict, hope it doesn't come back.
