Outlook 2003 Pro

I have lost all ability to send messages in Outlook 2003,
the send/receive tab disappears after starting, and when
I want to send a message the send tab is gone as well,
Any ideas about this.

I've reinstalled Outlook 2003 twice, I've looked in the
toolbar menus for the send tab and can't find it.

Any help would be greatly appreciated
