Outlook 2003 reply and forward button grayed out

Hi,

I'm using Outlook 2003 for a few weeks now and I do not understand one
'feature'.

This issue concerns an IMAP mail account.

If I select a mail item in the main window of Outlook 2003 (so the
mail item is not actually opened) The reply, forward and reply all
buttons become gray. Also the right click context menu does not
contain the reply/forward menu items.
However, when those mail items are opened, the buttons are available.

Extra detail:
This behaviour is only seen on mail items where there is an icon/flag
in the 'header status' column. That is the column with the small icon
of an enveloppe with an arrow. I don't know what that column or their
icons indicate...

I've never seen this behaviour on Outlook 2000/2002. All installations
of Outlook 2003 I've seen so far in our University with an IMAP
account, show this behaviour.
