Outlook 2003 Reply Starting Insertion Point

I just recently moved to Office 2003 on a new machine. When I reply to an email, the starting insertion point (cursor location) is at the end of the To: list. In Office XP, it is in the beginning of body text. Is this configurable in 2003?
