Outlook 2003 Rule Not Working Consistently

I have been having a problem with getting an Outlook 2003
rule to work consistently. I have talked with Microsoft
tech support on two occassions and the problem still
persists.

Basically all I want to do is to forward every retrieved
email to another email address.

If I click on the Send/Receive button and retrieve say 8
emails then I sometimes have 8 forwarded, sometimes have 4
forwarded, sometimes 2 or sometimes none. The way I am
telling how many of the retrieved emails have been
forwarded is by looking in my Sent folder.

Microsoft tech support had me run the Detect and Repair
utility, delete the rule and recreate it and the problem
persists.

The rule description of the way this rule has been set up
is:

"Apply this rule after the message arrives
sent only to me
forward it to [email protected]"

If I have to, I am willing to buy a third party add-on
product or revert back to Outlook 2002 to get this to
consistently work.

Any idea as to what is going on and more importantly how
to fix it so it works everytime?
