Outlook 2003 Rules don't run

For some strange reasons, my rules in my outlook 2003
don't run regularly or run intermittently.

I have tried deleting the rules and reentering them.
They still do this. Very frustrating.

Specifically, I have a rule that looks for words in the
subject and it's supposed to up them in a specific folder.

Was working fine for awhile, but now it's really flakey.
I am all caught up on Windows Update patches and Outlook
patches.

Hello??? I guess Micro Satan does not care for their
minions. Maybe I should use Open Office??
